City-states personalities (#3259)

* City State Personality

* Introduced 4 personalities for city states: Friendly, Neutral, Hostile and Irrational.
* Influence recovery and degrade depends on city state personality.

* Quests assignement dependant on Personality and Trait

* Personality localization strings
