Aircraft attack/move range colors entire tile

- Show garrison in city screen, so that it's easier to decide whether one should produce a military unit. 
- Great people automation 
- Order defeated civs after alive civs even if the alive civs score is negative (e.g. for happiness) 
- Fix golden age length action text
